“EMD, EMS…What’s the Big Deal?”

Everyone should make plans to attend this informative and entertaining session to be presented by the folks from the ADPH.  These speakers will enlighten you on the Alabama Department of Public Health and its relationship with your agency.  Information will be presented on EMD Liability, Pandemic preparation (for 9-1-1) and other information relating to our relationship with the ADPH.

Speaker Bio

Mr. John Wible, Esq., 

Mr. John Wible is Assistant Attorney General (ADPH) for the State of Alabama.  He has thirty-three years professional service with Alabama Department of Public Health; sub-professional employment with the Alabama Department of Transportation (formerly State Highway Department.)

Mr. Wible is a graduate of the Marion Military Institute, Marion, Alabama, where he served as Platoon sergeant and drum major of the band; His involvement included sports; chorus; Swamp Foxes.  He earned a Bachelor’s degree in 1971 from the University of Montevallo, majoring in Political Science & Social Science.  While at the University of Montevallo he was also involved in:  Baseball; Debate team; Columnist and writer, The Alabamian: Who’s Who in American Colleges and Universities; Senior Elite in Political Science; SGA Vice-President and Chief Justice.  In 1974, he earned his Doctorate from the University of Alabama.

Areas of practice and expertise include: Public health law, contract law and procedure, administrative law and procedure, statutory construction, civil rights Title VII and disability law, HIPAA law, emergency preparedness, disaster, emergency management and bioterrorism law, institutional review board and research involving human subjects law and legal research.

Mr. Wible is married to the former Susan Hutchins of Tuscaloosa, Alabama.  He has one daughter, Amy, Methodist Minister, Brandon, Mississippi.

Mr. Dennis Blair

Mr. Dennis Blair is the State Director for the Office of EMS and Trauma.  He currently serves on the Executive Committee for the National Association of State EMS Officials.  Mr. Blair has worked for 8 years in the Office of General Counsel and was over the regulatory branch for the State WIC Program.  Mr. Blair is a graduate of Faulkner University and from Tulane University’s South Central Leadership Institute.  Raised in East Brewton, Alabama, he now lives with his wife in Lowndesboro, Alabama and has a married daughter.

Mr. Russell Crowley

Mr. Russell Crowley is the Deputy Director for the Office of EMS and Trauma.  Mr. Crowley is a Paramedic (1979 UAB) and has been a nationally registered paramedic since 1987.  Over the 15 years in the Fire Service, he has served as a paramedic in Houston, Texas as well as the Paramedic/Training Officer for Prattville Fire.  Mr. Crowley earned his B.S. in Human Resources Management from Troy State University.  He is married with two children.
