“NG 9-1-1 Partner Program & NG 9-1-1 Progression”
An NG-9-1-1
discussion, with Q&A, on why the Public Safety Sector is currently afraid of
NG-9-1-1. This presentation details what the NENA Next Generation Partner
Program is all about and what the development goals are for vendors developing
NG equipment. This presentation will use the “U.S.
DOT ‘COMMUNITY MODEL’” as the core ingredient in progressing to a real
NG9-1-1 SOLUTION that is a fully SIP/IP based (SMS
messaging, Texting, Video, Biometrics and Telemetrics to the PSAP). Included in
this presentation will be a small discussion on “GEO
SPATIAL ROUTING” with the change from an administrative MSAG to a GEO
MSAG, which will be one of the foundation requirements of NG9-1-1.
Speaker Bio
Terry Eby is a retired Navy Commander with 27 years of
electronics, communications/IT and management skills, who has worked in the
Public Safety community for the last 12 years. He has held the government
positions of County Emergency Management Director, Deputy 9-1-1 Director,
Director of Mapping, Addressing and 9-1-1 Database Management and Director of IT
Systems in Nassau County, Florida. The Nassau County PSAP was the nation’s
first PSAP to execute the initial wireless testing “DIPS” for establishing Phase
I and II wireless functionality and 9-1-1 routing. He co-wrote the Florida and
National NENA Wireless Implementation Plan that was later published as a NENA
Standards Document.
In
the private sector, he has held the positions of Director of Project Management,
Director of Production and Senior Programs Manager (International). Over the
last year, he has been a key member of the NENA Next Generation Partner’s
Program focused on spring boarding the data and capabilities of NENA’s U.S. DOT
Project for Next Generation 9-1-1. This successful program has developed the
initial framework for the Next Generation Definitions and Operating Parameters
and i3.0 standards. He has been instrumental in beta testing a current and
deployable, fully functional, NG-9-1-1 IP Router and LOST/LIST server program
and a NG-9-1-1 Customer Premise Equipment (CPE) Suite for PSAPs, Regional
Telecommunication Districts and State IT Networks and Backbones. His concepts
of “Enterprising” all of the operating application software at master hosted
sites will revolutionize the way we operate PSAPs in the future. He currently
has helped form the new corporation, NG-911INC, a corporation offering
NG-9-1-1 products and systems that will lead the Public Safety Community as a
strategic partner.
